Parole Denied for Man Who Attacked Woman in 1993

Authorities this week denied parole for a 50-year-old man who attacked an elderly woman in San Mateo in 1993.

Floyd Rogan was convicted of robbery with great bodily injury and use of 
a deadly weapon, as well as assault with a deadly weapon and committing a crime against an elderly person for the attack that left a 77-year-old woman seriously injured.

On July 20, 1993, the victim was unloading groceries from her car at home when Rogan attacked her from behind and stole her purse, prosecutors said.

Without provocation, he struck her over the head with a baseball bat, then fled the scene, according to prosecutors.

The victim was found in a pool of blood and "miraculously survived," prosecutors said.

Rogan was convicted on Nov. 17, 1993, after a one and a half week week jury trial. He denied the crimes at his trial and his first parole hearing.

This week was his fifth parole hearing, and prosecutors said Rogan has since picked up an additional conviction of possession of heroin in prison.

The Board of Parole Hearings found Rogan unsuitable for parole, and though prosecutors requested a five year denial, the Board denied him another parole hearing for a period of three years.
