Leaf Blowing Ordinance…Health or TAX

Burlingame City council doesn't think.

It seems the Burlingame City Council has no idea of what they just created. One day a week, hundreds of homes will have gardeners using leaf blowers.

They claim it is for noise and health reasons. However, I wonder if they even gave a thought to how much dust and debris will be blown into the air on the one day a week.

This looks to me like they didn’t think at all about what they were going to create, only the ability to charge $5 per leaf blower and a $25 noise test. The result of this new ordinance, only going to create more health problems in the areas being blown on the same day.

This is dumb ordinance, and one that causes more problems than it solves. Get real council, and council this ordinance before it starts.

There is no bona fide scientific studies indicating leaf blowers in particular are a health problem. If you know of any be my guest. If you want to ban polluting, noisy equipment then also ban chain saws, which are much more polluting than leaf blowers. The problem is and always was operators who abuse leaf blowers by unnecessarily running them too high, which creates a lot of noise and can create a lot of dust. But it is not fair to penalize all operators of leaf blowers regardless of individual practices. A one day week rule is unfair to gardeners when other workmen are allowed to work 6 days a week. Tree crews which use leaf blowers are exempt from the rules. You will have to deal with bad operators of leaf blowers individually whether they are banned, allowed 1 day a week or just required to have a city certificate, which I would propose. A ban, or 85% ban-as Burlingame just passed-punishes legitimate operators who abide by the rules while the bad operators continue on as before.

If this is not cancelled, I hope the Citizens of Burlingame throw all of those that voted to pass it Straight Off the Council! HOW STUPID.

I agree with Ross. HOW STUPID. Anyone who voted for this will not get my vote, and I will campaign against them. I want my yard done on the day I want, using a blower. I wish some of my neighbors had gardeners, and that they used blowers. I feel bad for the gardeners, who this totally screws over.

I've posted a poll on the subject to see how other residents feel. So far, there's a bit of a split between people thinking there is too much concentrated noise and rules that aren't strict enough.

The councilpersons who were going to vote for a leaf blower ban and forced this "compromise" were Nagel, Brownrigg and Baylock. Vote them out.

Today, as I walked around my neighborhood I heard many sounds. I heard birds singing and trees rustling in the breeze. I heard neighbors talking and kids playing. The air was clean and the flowers smelled more fragrant than usual. Lawn mowers, trimmers and leaf blowers were silent and nowhere to be found. I didn’t cough once or find it necessary to cross the street to avoid the pollution in the air. Thanks to the courageous and unanimous decision by the Burlingame City Council to limit leaf blower use it was a wonderfully peaceful walk!

Here you have five against for the one in favor. You can pass all the laws you want but if you can't enforce them, it weakens all the others. This window dressing will be impossible to enforce. As far as noise, there are many motorcycles that drown out the loudest leaf blowers. How about those garbage trucks that seem to have pick-ups somewhere in the city every day. Air pollution? Ban the planes for SFO. The worst part is how long it took to craft this thing. Over one year with multiple studies and meetings. Seems like a real waste.
